Every Primaris release has been a “new” unit and not a re-do of an existing one (eg no Primaris Devastator squad), so I assume they’re not going to do Primaris Terminators either. Maybe they’ll do a super-Gravis armour unit by slapping some more plastic on an Aggressor, if those aren’t already the Terminator replacement (close ... On the tabletop lot of people consider Bladeguard veterans to be the Primaris assault terminators with 3 wounds and invulnerable saves. From a lore perspective, terminators fit the niche of veteran precision strike units with their teleporting abilities. Terminator plate was a bit more bespoke than power armour, even at its height of production, so I imagine it can be adapted to the Primaris anyway. GW don’t want to cover all the bases with Primaris units immediately as there’d be an uproar, hence why each Primaris unit is designed to sit between a regular Astartes classification currently.

In lore I think terminators are about a foot taller than Primaris, and Primaris are about a foot taller than the average firstborn Marine. (Don’t quote me on that though) On the tabletop however, Firstborn and Terminators look like comically sized little dwarves compared to actual human sized Primaris.
